Of course it makes a great bikini as well!

Please note that there’s a bikini top on the pattern page for the bottoms, but the bikini top on the underpants pattern is actually designed to fit Barbie and other dolls in the Barbie size category. It’s a little bit different in its design and its construction, so make sure you cut out the Skipper-and-Pepper-sized swimsuit top / bra pattern specifically, when you’re making these doll clothes.
And as you’ll find on the pattern itself, the bottoms / panties / knickers will actually fit both Barbie and Skipper, as well as Pepper, so don’t be confused by the photos on that pattern.
